Duties Description Within the OPWDD Division of Statewide Services, the Bureau Of Intensive Treatment Services (BITS) responds to situations involving
justice-involvement or situations in which an individual may need a higher level of care (i.e., Intensive Treatment Option (ITO)). BITS is
responsible for overseeing compliance with court orders to the Commissioner and providing guidance to State Operations (SO) and Regional
Offices (RO) regarding individuals who are or who have been justice-involved, or who may need an ITO level of care. BITS staff oversee
admissions and discharges to/from ITOs. BITS facilitates reentry planning for individuals leaving prison, jails, detention centers and assists with
transition planning from ITO's to the community. BITS is instrumentally involved with (e.g., Family Court, inter and intra-agency workgroups,
NICS, E-justice, SORA data and monitoring, Article 15 guidance, Article 10 mandates, and discharge against clinical advice. Individuals served
in ITOs present with the most complex, behaviorally challenging clinical conditions and/or have significant justice-involvement, sometimes being
placed by court order, which requires all those involved with transition planning to have a wider breadth of expertise and understanding on what is
needed to facilitate discharge (or admission, as the case may be).
The LCSW will:
• Consult on complex cases in which a person with I/DD also has issues of behavioral and mental health diagnosis.
• Provide clinical supervision to other non-licensed clinicians (e.g., non-licensed psychologists) and LMSW's
- Review all aspects of supervisees' clinical case work including but not limited to specific symptoms, behaviors, diagnoses
- Support review of any relevant staff assessments and treatment goals for people with I/DD
• With the regional or state operations offices, provide additional liaison support to families and others who support people with I/DD in situations that require significant cross-system collaboration.
• Manage the tracking of forensic notifications received by BITS from various state and local agencies and ensure that each notification is synthesized into a succinct clinical case summary.
• Coordinate communication and review case specific clinical details with the appropriate liaison to support comprehensive case coordination and effective discharge, re-entry and transition planning.
• Provide high-level agency forensic risk review for awareness of key leadership staff and make recommendations for diversion and other supportive services in a person-centered manner.
• Liaise with other state and local agencies (e.g., community agencies, local DSS, etc.), as well as judicial partners to provide advocacy and guidance in cases of people with I/DD who are judicially involved.
• Provide education regarding community-based diversion efforts, OPWDD resources and assure that partners are informed of appropriate use of alternatives to incarceration and diversion strategies.
• Support leadership in facilitating compliance with Criminal Procedure Law (CPL) or Family Court orders, including processing orders, supporting competency education, communicating with legal parties or other case related agencies and assisting with court application and/or case resolution.

Minimum Qualifications Open Competitive: possession of a license and current registration as a licensed clinical social worker in New York State.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non- competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.
At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.
• If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee
