Duties Description The incumbent will serve as a Section Chief within the Bureau of Energy Project Management and as a Deputy Chief Permit Administrator for the Division of Environmental Permits. Specific duties will include supervising and managing workload and responsibilities for staff within the Section; managing NYSDEC’s review of energy generation and transmission projects which are critical for New York State to meet Climate Leadership and Community Protection Act’s (Climate Act) mandates; providing guidance and assistance to staff in the Bureau of Energy Project Management on the review of environmental reports and applications for complex energy projects; coordinating environmental reviews of NYSDEC program staff; coordinating with federal, state, and local agencies; preparing written comments; facilitating project meetings; participating in settlement discussions; communicating with the public, project sponsors, and consultants; tracking project milestones; and drafting environmental permit and certificate conditions.
Minimum Qualifications For Provisional Appointment:
One year of permanent competitive or 55-b/55-c service as an Environmental Analyst 2.
For Permanent Appointment:
Reassignment - Currently in the title and an employee of DEC.
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Eligible for Transfer Under Section 70.1 - One year of permanent competitive service as an Environmental Program Specialist 3 or a Utility Analyst 3 (Environmental).
or
Eligible for Transfer Under Section 52.6 – Must have current or prior status in a title designated as 52.6 and within two salary grades of the position.
For Non-Competitive Promotion:
If there are no more than three individuals interested from among the interested qualified applicants, it may be possible to make a permanent appointment via non-competitive promotion.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Travel may be required.
Overtime may be required.
Overnight travel may be required.
Telecommuting may be available, will be discussed at interview.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
