Duties Description Review permit applications including the environmental assessment form and determine the need to coordinate within the Department of Environmental Conservation and with other local, state, or federal agencies. Perform field investigations and inspections on technically critical wells and wells in environmentally sensitive areas including wells over 6,000 feet deep and high pressure wells. Perform basic mineral resource analyses/studies; assist in complex analyses/studies; investigate pollution incidents; and assist in input and analysis of computer data. Supervise and participate in the training of
lower-level staff in the performance of their assigned duties.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Or Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis or
Transfer Eligible - One year of permanent competitive service at Salary Grade 17 or higher and:
Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications below;
55-b/55-c Candidates must meet the open competitive minimum qualifications below and include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.
Open competitive minimum qualifications (provided for provisional, 55b/c candidates, 70.4 transfer eligible and NYHELPS):
60 semester credit hours, 35 of which must have been in the environmental and engineering sciences AND two years of experience in drilling, development, or production activities for oil, gas, solution mining, or underground gas storage, or State or federal-level regulatory experience thereof, including inspection, compliance, or permitting experience.
*If you qualify based on completed coursework you MUST also submit a copy of your transcript along with a list of qualifying courses with your application. This must include the course title, the name of the college or university, the number of semester credit per course, and the date of completion. Applications submitted without a transcript and list of courses will not be considered.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Use of personal protection equipment, including a respirator, will be required.
Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Must be able to work in adverse weather conditions.
Travel may be required.

Must be available for emergency response.
Must be available to respond to after-hours emergencies.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
