Job Specifics
Duties Description The Senior Attorney will respond to research requests; answer questions regarding various legal issues; act as legal advisor to various boards on which DCJS is represented and other State criminal justice agencies; coordinate legal policy issues between hosted agencies and the Governor’s office; review, monitor, research and draft legislation and regulations; review requests for access to criminal history record information; review and respond to subpoenas; negotiate, develop and review all stages of the procurement process, such as contracts, leases, RFPs, and grant applications; review and respond to Freedom of Information Law (FOIL) and Personal Privacy Protection Law (PPPL) requests; draft responses to correspondence for the Commissioner and Governor; and assist law enforcement, prosecutors and probation departments.
The Senior Attorney may also assist with the coordination and handling of legal issues pertaining to the agency’s procurement activities and the Procurement Stewardship Act; provide legal advice and guidance to agency managers and staff regarding procurement matters; draft and/or review procurement solicitation documents; negotiate procurement contracts; serve as liaison between the Office of Legal Services and the Finance Office; and supervise subordinate staff as directed.
Minimum Qualifications Competitive: Permanent service as a Senior Attorney, or one year of permanent competitive or 55b-c service in a title SG-23 or higher and otherwise eligible for transfer. Candidate must also be admitted to the New York State Bar and have current registration to practice law in New York State.
Non-Competitive Minimum Qualifications: Admission to the NYS Bar and 24 months of subsequent satisfactory legal experience
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
