Job Specifics
Duties Description POS 2 under the Team Leader of Development, DDPS2 oversee the day-to-day operations for the unit to ensure the timely completion of Provider Agency development of certified HCBS Waiver Services including but not limited to residential and day services for individuals with intellectual and developmental disabilities.
• Auspice Change/Merger coordinator
• Review and provide written comments on Letter of Interest (LOI) requests
• Provide supervision and training to development coordinators and clerical staff
• Oversee the quality of development projects including the following:
o Request feasibility studies, attend feasibility meetings on site, and review written feasibility studies.
o Review project costs within applicable thresholds
o Review CON application requests and process for approvals
o Review of 41.34 letter, attend community meetings, coordinate and participate in 41.34 hearings as needed.
o Review and prepare Prior Property Approval documents
o Review and prepare Development Plan Entries
o Review 100% design documents and bid solicitation documents
o Attend design meetings and bid openings
o Attend construction site visits to ensure timely completion of project
o Process DARS/CPPC form
o Process the Regulatory Compliance Contract
o Coordinate and attend pre-opening surveys with DQI
o Review RRR expenditures
o Review construction change orders
Other related duties include:
• Complete special projects as assigned (such as ICF Transitions, and Reinvestment)
• Engage in regular unit audit and quality improvement activities.
• Review ADMs, Protocols, Policies and Procedures as released and assist with training and implementation.
• Provide technical assistance to and maintain good working relationships with stakeholders including OPWDD, DOH, local government units, voluntary provider agencies, etc.
• Complete other duties as needed by Regional Office Administration

Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS:
Candidates must be reachable for appointment on the current Civil Service Eligible List.
TRANSFER QUALIFICATIONS:
Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Additional Comments • Please note that starting salary for this title reflects the downstate adjustment. Posted Hiring Salary includes the sum of the statutory hiring rate for PS&T Grade 23 ($86,681) and Downstate Adjustment ($4,000). Downstate Adjustment is also added to the job rate ($109,650).
• If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 or 52.6 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.
• The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of Understanding between PEF and the local DDSO regarding the posting of job vacancies.
• Preference will be given to OPWDD employees impacted by closures. If you are being impacted by closure, please indicate this on your resume.
• All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.
