Job Specifics
Duties Description Administer the Freedom of Information Law (FOIL)
Review daily requests for information; identify material requested and apply redactions, as appropriate; update and document processes; and work with Legal’s e-discovery platform to review large information requests.
Personnel Liaison Activities
Support the Admin Spec 2 in handling human resources matters for the Division, including: answering questions from managers and staff; researching personnel issues, laws, policies and practices; coordinating and tracking PS&T/CSEA and MC performance programs/evaluations, as well as probations, leaves, and telecommuting and VRWS schedules.
Municipal Inquiries & Applications
Compile information, perform initial review, and prepare reports for review by attorneys.
Miscellaneous
Additional research and assignments as requested by Counsel and Deputy Counsel.

For appointment to the Administrative Specialist Trainee 1, you must have:
• A bachelor’s or higher degree.
For appointment to the Administrative Specialist Trainee 2, you must have:
• A bachelor's degree AND one year of professional experience providing administrative and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program.
OR
• A Juris Doctor, master's or higher degree in a field related to the position being filled
For appointment to the Administrative Specialist 1 (full journey level), you must have:
• A bachelor's degree AND two years of professional experience providing administrative and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program.
OR
• A Juris Doctor, master's or higher degree in a field related to the position being filled AND one year of professional experience providing administrative and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program.
Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1, 52.6 or 70.4 of the Civil Service Law.
For 70.1, 52.6 or 70.4 transfer to an Administrative Specialist 1, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to a SG-16 or above. SG-11 or above for a Trainee 1, SG-12 or above for a Trainee 2, depending on qualifications.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level SG-18 position.
Traineeship salary information:
The position may be filled at the Administrative Specialist Trainee 1 SG-14 ($53,764), Administrative Specialist Trainee 2 SG- 16 ($59,994), or full performance Administrative Specialist SG-18 ($66,951) based on the candidate’s education, experience, and previous state service. Salary is nonnegotiable.
Candidates hired at the trainee level will be advanced to the full performance Administrative Specialist SG-18 following successful completion of the traineeship.

Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
