Job Specifics

Duties Description The Director of Contracts is expected to work closely with the Deputy Director in all aspects of Office of Contract Management Operations. In concert with the Deputy Director, oversee and manage workflow for approximately 48 full-time staff in the Office. There are four distinct units within the Office: Construction Contracts and Miscellaneous/Local Agreements (including railroads, transit providers, airports, utilities, etc.), Architectural/Engineering Contracts, Professional Service Contracts, and Purchasing.

The position will require a strong understanding of the organization of the Department of Transportation, as the Office of Contract Management works with every program area within the Department. Strong communication and interpersonal skills are highly preferred.

• Coordinate, prioritize, and maintain contract workflows to meet competing needs of the Regions, Main Office Program Areas, and Executive Management. Resolve and provide recommendations on complex problems and complaints regarding pending contracts, seeking guidance from Legal and program areas
as necessary.
• Maintain, review, implement, and continuously improve procurement policies, guidance, and procedures.
• Inform and advise Department staff regarding contract-related questions and best practices, as well as working with other state entities on these issues.
• Serve as primary liaison to control agencies including the Office of the State Comptroller, the Office of the Attorney General, and the Federal Highway Administration.
• Serve as a primary liaison to the Association of General Contractors NY, the American Council of Engineering Companies NY, and the Office of General Services.
• Participate, and take a leadership role as necessary, in Department initiatives.
• Serve on the Department’s Pre-Award Committee with respect to D/M/WBE goal attainment.
• Coordinate the designation of Design-Build and Design-Bid-Build Best Value contracts with the Project Management Office and Chief Engineer’s Office.
• Use signature authority to execute contracts, leases, grants, agreements, purchase orders, memoranda of understanding, etc., as delegated by Official Order. Could be signing dozens of documents a day. Need to exercise due diligence.
• Serve as Department representative to the Council of Contracting Agencies, chaired by the OGS.
• Participate in vendor responsibility reviews as necessary. Coordinate review of vendors with Legal Affairs and the Contract Review Unit as necessary.
• Participate in weekly staff-level review of Construction contracts that have been let and not yet awarded. Troubleshoot pre-award issues on a daily basis.
• Participate in monthly Contract Review Unit meetings with Legal and Construction.
• Participate in monthly Design-Build and Design-Bid-Build meetings with Legal and the Project Management Office.
• Host quarterly meetings with NYSDOT Program Areas and representatives from the ACEC-NY.
• Participate in internal/external audits as required.
• Participate in contract development related to declared and undeclared emergencies.
• Coordinate response to FOIL requests from MO Legal.
• Coordinate funding issues with the Office of Finance, Accounting Bureau, etc. May need to take actions within the Statewide Financial System.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.
